Shop Floor Theatre Company of Flint, Michigan presented a performance of State of Emergency livestreamed on the global, commons-based peer-produced HowlRound TV network at howlround.tv on Saturday 23 February 2013 at 4 p.m. PST / 6 p.m. CST / 7 p.m. EST from the University of Michigan-Flint.

In late 2011, under Michigan Public Act 4, the State of Michigan appointed an Emergency Manager to the City of Flint. In 2012, citizens across the state voted to repeal the law.

Based on interviews and found material, State of Emergency tells the story of this controversial law and asks, is this what Democracy looks like?
